Importance of 123 in Politics...

It took me a long time in understanding why the "Indo-US nuclear treaty" is called as 123 treaty, because it involves US, Congress and Communist party. With Congress acting the role of number 2 and joining 1 and 3 and trying to put up a deal with number 1 and number 3, but being unsuccessful.
Another classic example of 123 is the Karnataka Politics, where 3 parties are locked in classic case of 123, where congress, JD(S), BJP can be described as 1, 2 and 3 respectively. Here 2 sometimes combines with 1 and other times 3 to rule the state. But 1 and 2 cannot meet as in above example.
"The biggest problem is that no. 2 tries to strike a deal between 1 and 3, but is seen as power broker somehow" said Mr. Ramani, Professor of Political Analysis , Hampi University.
"Take a look at Karnataka itself. The JD(S) tried to run a government, first by aligning with Congress and then with BJP. But it was labeled as opportunist" says Mr. Ramani.
"The only purpose of JD(S) was to give a government to people of Karnataka, how can this be opportunist ?" he further elaborates "If BJP and Congress would have come together, what would have been the need for JD(S) to become the scapegoat".
"This is what we call 123 theory, in which 2 becomes the Scapegoat" adds his collegeue Mr. Shivalanga Krishna.
"Just take a global look. In Middle East, US is acting as 2 between 1 and 3 and being blamed for all the troubles there." explains Mr. Ramani further.
